摘要:
可持续发展议程、智能化、全球化和老龄化对劳动力世界变化提出诸多诉求,需要成人学习系统及时响应。为此,由OECD发布的《有效获得技能:为未来做准备的成人学习系统》对劳动世界的变化、成人学习系统存在的问题以及未来响应的方向进行了系统归纳。从当前成人学习系统看,覆盖对象相对狭窄、供给与劳动力市场存在错配、信息技术嵌入有待深入、学习效果难以感知与转化以及投资难以满足现实需要等问题削弱了成人学习系统的整体效果。为此,成人学习系统应该覆盖更广泛的学习对象,积极响应劳动力市场的技能需求,打造基于信息技术嵌入的学习空间,注重学习的关联回报,构建多元的融资体系,以及形成合作的治理体系,才能帮助成人获取可持续发展的技能,从而适应变化的劳动世界。
Abstract:
The sustainable development agenda, intelligence, globalization and ageing pose many needs to the changes of the labour world, which require adult learning systems to respond timely. Getting?Skills?Right:?Future Ready? Adult Learning? Systems, published by OECD, systematically summarizes the changes in the labour world, the problems of Adult Learning System and the direction of future responses. From the perspective of current Adult Learning System, the overall effect of Adult Learning System is weakened by such problems as narrow coverage on relatively objects, mismatch between supply and labor market, information technology embedding to be deepened, learning effect difficult to perceive and transform, and investment difficult to meet practical needs. To this end, Adult Learning System should cover a wider range of learning objects, actively respond to the skills needs of the labor market, build learning space based on information technology embedded, pay attention to the relevance of learning returns, build a diversified financing system, and form a cooperative governance system,can help adults achieve sustainable development skills, and adapt to the changing labour world.
