摘要:
资质认证是一套体系,正常包括认证标准结构与认证要素,前者主要依据职种与职级进行分类设计;而后者是通过对具体职位所需要的知识、能力和行为的分析来确定,二者共同构成资质认证体系的具体框架。长期以来,中国创新创意人才缺乏权威资质认证、缺乏开发依据、存在结构不合理、培养方向盲目、人才素质总体偏低,无法适应创新创意产业发展的需要。英国是最早提出“创意经济”概念的国家,也是国家资质框架建设较为完备的国家之一,借鉴其人才资质框架的发展历史、设计理念、体系构成及其对应的人才培养模式,结合中国本土实践,构建以学分为基石,以职业能力(胜任素质)为依据,以职种、职级为维度,以贯通职业教育与学历教育为目标,包含职种、职级、职业能力、学分、学时、课程体系以及考核体系等七要素的创新创意人才国家资质认证框架及人才培养体系,具有很强现实意义。
Abstract:
The standard system of qualification certification is usually composed of two parts: the structure and the development of the qualification standard. The former mainly designs the classification according to the grade and rank, and the latter focuses on the ability and behavior of the talented person through the analysis of the position, both of which make up the multidimensional framework of qualification system. For a long time, authorities certificating the creative talents of Chinese culture and basis of development are scarce. In addition, there exist an unreasonable structure and a blind training direction. And The composition of talents’ quality does not match the practical development of creative industry .All problems mentioned above restrict the development of China’s cultural and creative industries severely. Britain, putting forward the concept of "creative economy" in the early time, is one of the countries with relatively complete national qualification framework. Hence, china can take Britain as lessons in aspects of the development history, design idea, system constitution and corresponding talent cultivation mode of the talent qualification framework with local practices to build a national qualification framework and a cultivation system of talents of innovation and creation, which take the credits as the cornerstone, the professional ability (competency) as the basis, the job and rank as the dimension and the vocational and academic education as the goal and contain job, rank, professional competence, credit, learning hours and systems of assessment and course.
