由于新媒体联盟困于财务问题,今年的地平线报告(2018高等教育版)由此前一直与之合作的美国高等教育信息化协会(EDUCAUSE)于2018年8月15日在其官网上正式发布,比往年推迟了近六个月。报告沿用修订后的德尔菲法以及与往年一致的主题框架,并由专家组的71位成员确定未来五年(2019-2023)对全球高等教育实践产生深刻影响的关键趋势、重大挑战和重要技术进展。本年度报告首次提出“新形式跨学科研究的兴起”这一关键趋势;并增添了“使组织设计适应未来工作”和“经济和政治压力”这两项以往没有的新的挑战;技术层面未出现新兴工具和策略,但在“人工智能”教育应用方面,中国所起到的推动作用受到了国际的广泛关注。高校有责任成为促进学习和培育创新的基地,文章重点分析了近四年报告中关于技术促进创新的相关主题,分析各国高校在政策引导、创设学习空间、创建智能学习测量系统、变革组织模式等方面的实践,为我国推进智能化创新人才培养文化和机制建设提供参考。
Abstract:
Due to financial issues of the former publisher New Media Consortium, the latest Horizon Report (2018 Higher Education Edition) is the first publication to be produced by the higher educational technology and IT association (EDUCAUSE). The full report has been officially launched on August 15th, 2018, which was postponed for nearly six months compared to previous years. Based on a modified Delphi process, and a framework of themes consistent with previous years, 71 members of the panel highlighted six key trends, six challenges and six emerging technologies which will have a significant impact on the practice of higher education around the globe over the next five years (2019-2023). A rise in new forms of interdisciplinary studies is introduced in this report for the first time as a mid-term trend. Adapting organizational designs to the future of work and economic and political pressures are two new challenges added. Though there’s no new technologies emerges, in the application of artificial intelligence perspective, China’s promotion role has received extensive international attention. Universities have the responsibility to promote learning and cultivate innovation. This article focuses on the related themes of technology promotion and innovation in the past four years, and analyzes the practice of guiding policies, creating learning spaces, constructing intelligent learning measurement systems, and changing organizational models in various countries. And their experiences constitute a reference for us to promote the culture and mechanism of cultivating innovative talents.
