摘要:
21世纪前20年全球成人学习与教育的实践发展进程,揭示了全球成人学习与教育落实贝伦行动框架目标的具体情况。总体上看,目标落实进度不容乐观,主要体现在:扫盲上,总体进展缓慢;政策上,边缘位置依旧;治理上,正通往善治之路;融资上,增长幅度偏低;参与上,逐步促进包容公平;质量保障上,体系尚待完善。“2030可持续发展目标”赋予成人学习与教育更重要的使命与责任,需要其在未来发展路径上有所转变和突破,主要体现在:扫盲策略从单一化向差异化转变,政策推进从独立性向联结性转变,治理手段从实体化向数字化转变,融资主体从政府依赖向市场供给转变,参与方式从实体空间向虚拟空间转变,质量保障从结果评价到能力建设转变。
Abstract:
Based on the development process of global adult learning and education practice in the twenty-first century, through combing relevant research reports and data in the literature, it revealed the specific situation of global adult learning and education implementing the goals of the Belém Framework for Action.On the whole, the progress of the goal implementation was not optimistic. It mainly reflected: in terms of literacy, overall progress was slow; in terms of policy, the marginal position remained; in terms of governance, the road to good governance is on the way; in terms of financing, the growth rate was low; in terms of participation, gradually promoted inclusiveness and fairness; in terms of quality assurance, the system had yet to be improved.The 2030 Sustainable Development Goals endow adult learning and education with more important missions and responsibilities, which require changes and breakthroughs in the future development path, which are mainly reflected in: the literacy strategy has changed from simplification to differentiation, and policy advancement has changed from independence to connectivity, the transformation of governance methods from substantive to digitalization, the transformation of financing entities from government dependence to market supply, the transformation of participation methods from physical space to virtual space, and the transformation of quality assurance from result evaluation to capacity building.
